Accordingly, Ha Tinh allocated 10 billion VND from the new rural policy to reward  Ky Anh district for being recognized as meeting new rural standards  in 2023 according to Decision No. 840/QD-TTg dated August 15, 2024 of the Prime Minister.

The Chairman of the Provincial People's Committee assigned the Department of Finance, the Provincial State Treasury and relevant agencies to allocate and disburse capital in a timely manner and in accordance with regulations.

Ky Anh District People's Committee is responsible for managing and using reward funds according to prescribed regulations.

Departments: Agriculture and Rural Development, Finance, Planning and Investment; Provincial New Rural Area Coordination Office, according to their functions and tasks, organize inspections and guide localities in implementation.

Rural traffic infrastructure in Ky Anh rural district is invested synchronously.

The Department of Finance, the Provincial State Treasury, and the People's Committee of Ky Anh district, according to their functions and duties, must take full responsibility before the law, the Provincial People's Committee, the Chairman of the Provincial People's Committee, and inspection and examination agencies for the accuracy and compliance with legal regulations of information, data, and proposed reward funds, appraisal content, settlement, and expenditure control for the allocated funds.
